Appointment of Khawaja Nazimuddin
Khawaja Nazimuddin became Prime Minister of Pakistan after the assassination of Liaquat Ali Khan in 1951. He is the only politician in the history of Pakistan, who acted both as a second governor general of Pakistan as well as the second prime minister of Pakistan.
Second Draft Constitution – 22 December 1952
After the assassination of first prime minister of Pakistan, the responsibility of producing the second draft constitution fell on the shoulders of Khawaja Nazimuddin who presented second draft on December 22, 1952.
Its main recommendations were as follows:
- The Head of the state will be a Muslim.
- The federal legislature shall consist of two houses: The House of Units and House of People.
- 120 seats in the upper house (House of Units) and 400 seats in the lower house (House of People) were allotted.
- The seats of both houses (House of Units and House of People) were equally distributed between two parts of the country, East and West Pakistan.
- Equal powers were granted to both houses.
- The term of the each house shall be 5 years.
- The Head of the sates will be selected by the joint session of both houses of the central legislature but will not be a member of the legislature.
- West Pakistan’s 200 seats will be further distributed to the rest of its provinces.
Dismissal of Second Prime Minister of Pakistan
In a view of attempting to improve the economy and internal security, Governor-General Malik Ghulam asked Prime Minister Nazimuddin to step down in the wider interest of the country. Prime Minister Nazimuddin refused to oblige and Governor-General Malik Ghulam used reserve powers granted in the Government of India Act 1935, dismissed Prime Minister Nazimuddin. Mohammad Ali Bogra, Pakistan Ambassador in the USA was called back and appointed the new prime minister of Pakistan.
